Bilateral agreements are the way to unlock travel. But confidence is needed at government, corporate and consumer level. Even if a state has low to no COVID-19 cases surely testing prior to entering an airport is the best way to develop that confidence? Lets hope that collaboration starts soon. South China Morning Post
